      "Manufacturers report shortages to FDA under 21 U.S.C. 356C. A drug missing from the database is a drug nobody has reported as in shortage — not a promise that a pharmacy has it.",
      "A discontinuation notice is not a shortage. FDA files both in the same database under different statuses.",
      "Shortage listing switches off the rule against compounding a copy of an available drug. It does not by itself make any compounded preparation lawful.",
